crimes committed in China and with crimes of

such a nature, e.g. murder, robbery, etc. that they would be considered as crimes in any civilised country.

? inform the Governor in reply to No.1 on 52945/28 that the S. of S. is prepared to approve the introduction of the proposed

legislation on the conditions indicated in

the Home Office letter.

And send a copy of the despatch to

the Foreign Office and Home Office lff. for

information ref. Nos.1 and 3 on this file.
